EU/Russia have several active servers, some servers are so popular that players are placed to queue. I play only in these servers because of good ping. I heard that USA has also couple active servers but not as much as EU/Russia. And I have no clue about the other regions but most likely they do not have many active players.
Indeed, many still do. However, the Server Browser needs to be manually reloaded to find servers by clicking on Multiplayer in the Main Menu, clicking Server Browser in the drop-down menu, and clicking Search in the Server Browser proper. If you made it past that series of steps without finding servers, you will need to change the search
To browse the servers you have to click in multiplayer -> server browser -> reset (in order to reset the searching filters if they have been set) -> search they should pop up the moment you click it.
