Hi rusty, assuming your main battery is an AGM type one, 13.8V is too low, it should be 14.5V plus when charging properly. 13.5-13.8V is what the system defaults to when there is an issue, likely candidates could be loose battery clamps, battery clamps sitting higher than the battery posts
